Ha pasado un par de largos años desde que se publico esta pregunta, pero resulta que a mi me estaba pasando lo mismo con el PES 2011, y la solucion la encontre siguiendo lo que decia uno de los archivos tipo readme o algo asi que tiene el programita dentro, donde decia que debia instalarse...

msnetframework 3.5
luego instalar msnetframework 3.5 sp1
y luego mschart.

Una vez instalado todo eso logre hacerlo funcionar.
